Twitter Prompting Users To Update Profile Information

For the first time in the past three years that I have been using Twitter [1], I was prompted by Twitter to enter/update my profile information trough an overlay window. The prompt in question asks users to fill their profile information as well as adds a privacy option to disable find by email address.

The prompt titled as "Be found on Twitter", asks user to enter their name, bio, location, email along with allowing users to disable being discovered through their email address.
Though I don’t see the point behind this, I am guessing that several users do not have proper profile information setup for their account and Twitter is running a drive to get more information about users. Are you seeing this prompt too?
